The evaluation will pay particular attention to the following objectives:

1. To assess the DELPAZ-Sofala Sub-programme’s relevance and effectiveness in strengthening local

economic development (LED) and the prospects for sustainability of its results.

2. To assess the extent to which ADA’s cross-cutting issues and principles were applied in design and

implementation and how this effected results achievement, in particular focusing on gender equality,

women’s empowerment and peacebuilding and leave no one behind (LNOB).

3. To evaluate the programme's ability to reach and include marginalised and vulnerable groups,

especially DDR members and their family members.

4. To identify strengths, weaknesses and lessons learned and good practices in terms of design, planning,

management, implementation and monitoring.
